High cost of moving house bad for the environment?

The BBC Reports the cost of moving home has tripled in 10 years, the main driver being the introduction of higher rates of stamp duty, and the failure to increase the banding to keep up with increasing house prices.

30 years ago my father moved his family closer to his work, so he could save money by cycling to work and hence only needing one car for the family. If it costs £10k to move house, then are we not discouraging people from living close to their workplace, and hence encouraging longer commutes?

Yet another example of short term thinking on the economy and the environment? Gordon Brown encourages us to reduce our carbon emissions but restricts our ability to move home in order to do so.
